Steve Ruwe, former executive vice president of operations and risk at Visa USA, on Sept. 1 joined PSCU Financial Services as chief risk officer. In the new position, Ruwe will oversee the implementation of the credit union service organization's enterprise-wide risk-management strategy.
FleetCor, an Atlanta-based provider of fleet card processing services, has named John Hunter as chief operations officer and John Jelinek as chief credit officer. Hunter previously was senior vice president of Citi Card's Oil Partners Program and Jelinek is a former Citi Card senior vice president.
Processing-systems provider 3Delta Systems has hired Chris Browning as vice president, software engineering. Browning previously led engineering efforts at Sears, Roebuck & Co., MCI and American Express Co. over the past 13 years.
Fleet One LLC, a Nashville, Tenn.-based fleet card provider, recently named Tom Wagner as vice president, strategic markets. Wagner previously was vice president of merchant sales at Comdata Corp., another fleet card provider based in Nashville.
Fran?ois Rivi?re recently joined France-based smart card vendor Oberthur Card Systems as chief financial officer. He replaces Cyril Malher, who left the company after six years. Rivi?re previously was CEO of Wilson Gestion and a chief financial officer within Prouvost/V.E.V. Group, both French apparel firms.
Morgan Beaumont, a Bradenton, Fla.-based marketer of prepaid cards and owner of the Sire card-reloading network, has tabbed Jerry Uffner as vice president of sales. Uffner previously was director of sales for the prepaid products division of RBS Lynk, a prepaid card provider and processor.
