Bank conversion op-ed ‘extremely confusing’

Mr. Leggett’s opinion piece is extremely confusing. The ABA is forever crying the blues to Congress (and whoever else might listen) about the unfair advantages that credit unions have over banks, and that something should be done about it. In this article, he goes on for almost two pages about how banks won’t convert to credit unions because of the extreme disadvantages of doing so. Which is it?
